The Dems have been cheating in elections for many decades. It doesn't matter where it is, in a town, city or state. Any place they can gain power. Why are places like Chicago and Detroit so bad? Because of the massive fraud used in the elections of those cities.
If you can control the cities with fraudulent elections then you can control the state and in turn will help win presidential elections.
The Dems have played the slow game and will flip more red states eventually but we don't want to do anything about instead just bitch and moan over petty things.

All the center right people in California have moved to other states in the last 10 years or so. Only liberals are left. This is sad but not hard to understand.

That map isn’t even remotely close to the election results for California in 2020 according to any other source. I wish the map in the referenced tweet were true, but it isn’t supported by anything else.
