In short, there’s no way to determine if the money actually went to providing real help.

Temporarily. Making non-productive citizen's lives more comfortable incentives more non-productive behavior.

I've seen quite a few discussions from homeless advocates there in California where they talk about how so many programs (read: NGOs the state funds) there are little more than fronts to give their management big paychecks without really doing anything.

Well... yeah. Most NGO's and Foundations are just money laundering/funneling schemes. Can't kill those golden geese.

Homelessness
Earthday/Eco
Cancer
Racism
Poverty
Haiti, Maui, etc.

They live off of monetary income. Not solving the issue. Solving the issue would put them out of business.

Translation: California pols pocketed $24 billion.
Nah, probably 23 and change. At least a few dollars actually escaped the politicians clutches and went somewhere they said it would.

Of course, they did.
Critics have claimed for years that the homeless scam was naked political graft, with the $$$ going to favored political groups and individuals.
