Miami has had flooding problems for a long time. It’s been worsened by the massive building boom where every inch of space is paved or has a skyscraper condo building on it now. It has nothing to do with climate change. They will probably need to build a sea wall and pumping system at some point but, engineering can easily overcome this minor problem.

When I was a Senator in the 80's, the Corps of Engineers in Vicksburg held a meeting for a large group of Senators. They said if ice melts a little and water rises on coastal cities like Miami or New Orleans they would dredge canals to divert water away to where it's needed or safe and there would be no flooding. Pumping water out and away is easy and would be easy. There is no serious water problem that they can't solve. Water is needed in California, Southeastern Texas, and really needed in the North African Sahara dessert. No problem.
