What made it a Vegas Style Shooting actually? Four drug addicts had a handful of guns in a hotel room. To my knowledge none of them were ever CIA informants.

Makes complete sense.
Literally in Vegas they can tell if you are using a tap wire on your leg. The can also track prostitutes entering a hotel. But no one knew anything about the Vegas Shooter or his activity.
