Again... did she flip flop? Or did she come out one way, thinking she was doing best for her district, and then the people in the district said "Hey... don't do this garbage on our behalf", so she listened to them (novel concept for Washington) and changed her vote?

There is no way, with how communications go with people in Congress, she could have ingested the responses from many of her constituents in 2 hours or so.
