I am glad that this technology exists for people that want to use it...but how would this help with mass shootings?

Well, why not just take it a step farther. Let's have one of those female electronic voices say:
'Good evening, Steve. I see you would like to use your gun. A few questions before I make it operational. What is your mother's maiden name?'

Maybe it can test your blood or have you breath into it before using it. "You didn't take your meds today! Gun inactive till you pass a blood test."
