One leads to another. Fear of imprisonment leads to a person not committing a crime they might have committed otherwise, and that person ends up discovering that a crime free life is not only possible, but more desireable. They go on to raise children and teach them the virtues of a crime free life.

Whether people are honest because they go to church, have some sense of morals, or are deathly afraid of prison - I'm not sure it matters. The same with hate crimes. I'm not sure it matters if someone murdered someone else for their money or hatred. The effect is the same.

Most of the crime issue is economic more than anything.

When populations face economic strife, especially when advancement in society seems hopeless, pathology rushes in. Crime, drug addiction, etc.

You don’t have to do that. Juxtapose it with 2019 murder rates and see if it’s falling versus those numbers. I would guess it’s not.
