Not enough to push to the ground. Tell them they are under arrest. if the attempt to flee, they should be charged with resisting arrest as well.
If they plead guilty at arraignment, give them 1 week jail and a $1000 fine.
If they plead "not guilty", have a trial then give them 2 months in jail and a $2000 fine.

This shite is absolutely inexcusable.
Peacefully protesting is one thing, provoking and antagonizing is another.
This is a purposeful attempt to provoke LEO into something, otherwise why would every other one of these losers be holding up a phone to video it?
I for one am sick of this shite and I wish they would violently put an end to it.
If some of these morons get killed, so be it. It will improve the gene pool.
This shite is absolutely inexcusable.
