While the front page of the Advocate was COVID fear porn and the African American National Anthem; JBE's veto of a delay in state employee pay raises was shoved to page 3.

I still get that shite thrown at my mailbox about once a week.
I’m about at the point where I’m going to let it sit for a while then throw it back into their office. It isn’t littering if it is a return to sender of unsolicited junk.

So I work for a company that offers supply chain equipment like forklifts etc. since 2014 my territory has gone from over 800 new forklifts sold to being on pace for only 166 this year. Each year since 2014 it has declined by petty much the same percentage. We are in dire shape folks.

But at least state workers will get a pay raise. That has to make you feel better, right?
I have talked to a few people. The senators seem poised to overturn. I don't know about the house. Spend 2 minutes and tell them overturn JBE's pay raise veto.

Maybe the legislature should've been more in tune with what Civil Service regulations are (changed a few years back) before doing something that they cannot do. They don't have the authority to hold them back anymore and JBE did the right thing.

HOWEVER, if money DOES show up, pay raises have to come before any brand new spending.
Precedent on this goes back to at least Roemer, who did a lot of financial frickery with shifting of paychecks and refusing to give pay raises with the intention of paying for a new bridge across the Mississippi.
A judge ruled against him in 1991, shortly before the election, and helped ensure he wouldn’t beat Duke or Edwards that year.

The state legislature can ABSOLUTELY refuse to fund pay raises.
However, the Civil Service Commission has control over whether pay raises can be suspended or not. So the Commission could insist the raises go forward but then the agencies would have to find the money elsewhere in their budgets. That would be an incredibly tone deaf move on the part of the commission, but since they are mostly JBE pro-union appointees it is possible.
But as I said, that in no way limits the legislature's ability to cut the funding.
And in this case, they didn't cut the funding completely, just essentially held it back to see how the economy and/or additional federal aid panned out.
An incredibly reasonable precaution to take.

During the debates JBE lied about the economy and the MSM said nothing.
The legislature wisely decided to set aside 106 million dollars of our surplus in case it was needed next year, and the governor signed off on that. Then that afternoon we learn that JBE spent half that much on pay raises which will continue year after year.
We took one step forward and two steps backwards.

And if you are facing a 3% cut 0.2% is not peanuts.
What if the REC comes back and says "Hey, sorry, it's not a $900m revenue drop, it's a $1.2 bill drop" That would leave the state scrambling to find another $300 million in cuts.
In that, let's face it, likely scenario, $60 million gets you 20% of the way to filling the budget hole. That's a big deal.
