Yes. It seems the author lives in perpetual fear due to the abuse they experienced. They've let that fear override their rational thought to the point where they now make irrational judgements by thinking everyone (or at least those they disagree with) are making decisions based solely on whether it would allow them to sexually abuse others or not.
The person writing that needs some serious counselling.

Well, you also have to consider what constitutes sexual abuse to a modern lib. She might have been hit on in high school or something terrible like that.
