I probably couldn't fix it but I could certainly improve the situation.

Have an army convoy go in unannounced and form a circle blockade of the worst area and let no one out. Go door to door, car to car and confiscate every gun that isnt licensed. Then drive off.

I don't think you've thought this out well. The South was heavily Democrat for many decades, and it was during this period that it fell behind educationally.
