sterling will almost assuredly beat the NBA in court, which will be a shite show (and keep this story alive for years)
silver needs to just issue a big fine and a year suspension and then try to change the constitution

Yes, Sterling didn't want to so easily part with Eric Bledsoe, despite Rivers telling him they could never afford to pay Bledsoe in restricted free agency next summer. That was part of it, yes, but those who knew Sterling – who had history with him – believed largely that his disdain for paying $7 million per year for a white player caused him pause.

from everything i've read, it doesn't. sounds like he is going to try to get 29 owners to vote to change the constitution to add this in, and then retroactively use it against sterling. this will lead to litigation as sterling sues the NBA

this "nuclear option" would be a much bigger deal

What they should do is bring this nuclear option up, let an appeals panel shoot it down, and then fine and suspend Sterling so the story will go away.

it's been pretty heavily reported that the NBA constitution (which is secret) only contains provisions to take over a team/remove an owner if financial issues are in play.

It is a big deal. Just because he's done other things in the past many would deem worse than this that went unpunished doesn't mean this isn't a big deal.

the least interesting and impactful angle of this situation is the grouping of words sterling muttered, funny enough
