Yes, I made a trip to Chihuahua a few years back now. There are Goulds tags available in AZ now but the likelihood of drawing a tag is next to zero.

A coworker is headed to Sonora next year and asked if I'm interested in going with them. I'm more interested in not being decapitated by cartel than killing a turkey

I was a bit unnerved making the trip in but it was really uneventful. The drive is better part of 12 hours from the AZ/Mexico border and the people we encountered along the way were friendly. The area where the hunts are conducted is mountainous and very arid, not hospitable for for marijuana growth and/or drug cartels. The area I hunted was probably 60 miles from the nearest town.
