You could get him a berretta silver pigeon. Their lower models are about 2300$. Still great quality shotguns

Waterfowl (Duck)? ---> Semi Auto 12 Gauge - Benelli single barrel.
Upland (Quail & Pheasant)? ----> Over Under 20 gauge
Maybe new Browning A5 16 gauge single barrel
Buy him a Benelli, Beretta, or Browning and he will be happy.

Someone said you're the expert. What would be a good quality 20 gauge shotgun. I could go a little higher on my budget if that makes a difference. I want to get him a nice gun. My friend also bails my hay and takes care of the cattle (for pay, but he's not charging me much for the cow care).

My dad has two Beretta Silver Pigeon shotguns, one in 12 GA and one in 20 GA. The 20 gets used a lot more because when you’re out in the field and have your vest loaded with ammo, the 20 gauge shells are considerably lighter. The gun dimensionally is also a bit smaller and doesn’t need as heavy hardware for the smaller 20 gauge.
They’ve both been good shotguns and both are beautiful. That being said, Wick gives some excellent advice and hunts birds often so his word carries some extra weight.

I'd vote for a Beretta Silver Pigeon 687 in .20.
Should be between $2500-3000.
It will likely be the best gun that your friend has if you get that for him.
Very good gun for the money

This is the correct answer for a new over and under.

You still chasing that loser dude?
Go all out, get him antique Parker, Gold Grade, side by side, 20 gauge. $24,000.
Damascus steel barrels, so shoot only low brass shells

Most of these clowns wouldn’t know a quality double barrel shotgun if you slapped them in the face with one.
What kind of a bird hunter is he? A 20 gauge will suffice for pretty much any upland bird you can chase in North America. A 28 gauge is a play thing that I would feel naked carrying for pheasant or prairie grouse where you are shooting a larger bird in a typically very windy landscape.
If you think he would like an over/under, I would look at a slightly used 20 gauge browning citori or a Winchester 101. You can find a nice gun in the price range you outlined. Please don’t buy one of these modern day Turk or ruski guns.
Dawson’s Doubles typically has some nice 101’s: LINK

And just like that, don't listen to anything this guy says after this.
I don't know everything about shotguns but more than most.
Wick knows way more than I and likely this guy.
No one mentioned anything at all about "turk or ruski guns"

Excellent choice, time-tested design. I think the base models should run about $1900. I just wish their wood was a little nicer...

I like the Merkel shotgun I bought my father. The .410 May be out of that price range though

There's a Beretta dealer in Highland Park Village. I'll go take a look tomorrow.
I appreciate everyone's input and advice.
ETA: I also think I know what I'll get Dad for Christmas. Looking at all the Berettas was interesting.

Every now and then you can find one with good wood.
But of course, with break action shotguns wood costs.

That is why I like that CSMC gun. For an extra $400 you are getting and incredible piece of wood, straight or pistol grip stock and choice of 26”, 28” or 30” barrels

I will add this: It is important to get a shotgun that fits him well. Just because a Beretta works for me the length of pull, drop, etc might not be right for him. For a shotgun fit is very important
