Its hit or miss...I have had some things ship the next day...some after a week or so. I just order and forget about it until I get a tracking email.

If you buy a complete rifle yes. If you buy a lower and an upper separately the upper will ship to your house and the lower will have to ship to an FFL.

Are there still companies that offer up lowers that are unfinished and include some sort of die kit to finish the lower? If so, I think that's bs way around the legal way to obtain a lower

You think laws are BS? It is perfectly legal for any law-abiding citizen to manufacture their own firearm.

an 80% lower isn't a firearm so no FFL or 4473 required. A complete lower is a firearm and therefore has to go to an FFL and get 4473 filled out.

What parts would you normally order without for 80%?
Kid wants to build one with help but if you can get them assembled upper-lower for that price he should just order and ship, then assemble.

Because until you mill it out it's nothing but a chunk of aluminum. Last time I checked aluminum isn't illegal to posess

You can think its a stupid statement but as far as the law is concerned an 80% lower is a "brick of aluminum" and a completely milled lower is a firearm.

No you can’t say the same about a completed lower. Putting in a few pins is not “manufacturing”. Milling material out to allow a trigger assembly to be installing is “manufacturing”. the reason manufacturing in in “” is because I’m quoting it as the law sees manufacturing.
