It looks like it could be but cats will normally do everything they can to cover it up and this looks like something just crapped and walked off. There are several feral cats living next door that love to shite on my lawn and they almost always cover it up. Their shite is normally smaller and usually has hair in it.
Not knowing where you live and what wildlife you have near you, it’s certainly looks like it could be cat poo.
