100% the owners fault - control your dog at all times or be prepared for the consequences.
Consequences could be the dog getting hit by a car or potentially a car wrecking trying to avoid the dog in which cause you may be liable for damages. Maybe the dog bites another dog or person in which case you are liable for damages and open to the possibility of being sued. What about the chance a hungry band of asians snatching it up .
Or Maybe the dog wanderers onto someones property who isn't fond of dogs and possible feels threatened and gets taken out which is what happened in this case. Bottom line it's the owners fault for not controlling the animal. Either train the thing so it doesn't run off or always have it constrained its really simple. I am a dog owner by the way so

True, unless said persons take in said stray dog, once that happens, they assume the risk.

Owners of livestock are responsible if animals get in road and cause a wreck. I would assume pets are the same.
That's why if you let it roam. Take the collar off. That way it can't be traced to you.

ask Alx what happened when my yellow lab Jake escaped while we were moving kayaks from my back yard. Ran headlong into the side of a Mitsu 3000 and broke the rear quarter panel. My homeowners ins ponied up $2500 for repairs. Ouch!

The sound was impressive. I almost stopped Mung from walking down the driveway because I heard a yelp. Had no idea the lab won the battle.

Slight limp on the way up the driveway and small amount of blood on the right shoulder. He ran into the side of the car. had he been a touch faster, he's have been toast.
