Honda EG2800I surging issues

I recently picked up a brand new Honda eg2800 that had been sitting in a warehouse but never had gas in it. This weekend I changed the oil added non ethanol gas and it started. On both eco mode and non eco mode the engine surges. i did remove the carb and as expected it looked new like everything else. Sunday I removed the jets to see if there is something clogged and the same results, it still surges. Anyone have another suggestions to try? I does seem to run a little better on choke, so it seems like it is some sort of fuel problem. I am a little disappointed, this is the first Honda I have that did not run correctly right out of the box.

yes, i plugged in my skill saw it is was still surging.

Check the idle air inlet. A plastic plug with a tiny hole. The hole can get clogged with trash and cause surging.

yes, I pulled the black plastic jet out and cleaned it too. I plan to take the entire thing apart again and blow compressed air to see if I dislodge anything.

Buy a whole new carb and swap it out.
Cost would be about $30.
*edit to add* splurge for the tri-fuel version and run it on propane/NG or gas.

Use a piece of wire like a welding tip cleaner. Sometimes you can see a little bit of light and think it’s okay but there’s still a little bit of trash in there

It's too lean. So a fuel restriction inside the carburetor or a vacuum leak. Since you have seamed to checked things out inside the carb look for a vacuum leak. Get some carb cleaner and spray around the carb and intake manifold.

I cleaned a Honda generator carb multiple times, and even replaced the jet. Fresh gas, etc. Still surged.
Bought some Sea Foam and added the recommended amount to the fuel. Nothing, so added a little more. Finally said screw it and poured a few glugs in. It started smoking like a pulp wood truck, but in a few minutes the surging stopped and she ran great.

cleaned the carb again and applied a healthy amount of seamfoam over the weekend. I had to run on choke for a little bit but it seemed to do the trick. thanks for the suggestion.

Always look for fuel filters.
Some generators that are gravity fed need the screen style and not the filter/clear housing style.
The filter/ clear housing style sometimes needs a mechanical fuel pump or it will starve the engine for fuel.
