LAKE CHARLES, La. (KPLC) - Former Louisiana Department of Wildlife and Fisheries Secretary, Jack Montoucet, was sentenced on June 30 to 27 months in prison for conspiring to defraud the United States by soliciting and accepting kickbacks in return for awarding a state contract.

Unlimited, in the long run.
People with violations get to avoid some heavier charges by completing online courses thru their website. They pay a nice size amount to take courses. Franques would run the site, collect them money, and was skimming off the top. Then splitting w head guy.
That's a basic overview, other stuff went on as well, including the 4 wheeler bribe etc.
There's more, including contracts for disaster response, that went amazingly thru another family member, etc...no bid, given by the WF department.
I'm personally close to Franques, and our group scratches their hear daily wondering why a guy who sold 300+ pizza hut locations, felt the need to take this path. I forget the #s though, but a substantial amount of hunting violations go thru the site for classes. The $ would add up
