If 9mm is your only option, I would go with FMJ. Their skull plates are super thick.
A lot of guys suggest 357 magnum as a MINIMUM for bear. So if you're gonna only have a 9mm, get some really hot FMJ ammo.
EDIT: and yes open carry is legal. Alaska is actually 1 of 3 "Constitutional Carry" states, in which you don't need a CC permit to carry concealed.
