Depends on your criteria (e.g. U.S. vs. Rooshian) and quantity.
Natchez Shooter Supply (www.natchezss.com) is hard to beat for larger quantities -- figure on buying a few cases so that shipping will offset what you would have paid locally in sales tax.
If you just want a few hundred rounds, go to Wal-Mart or Academy.

For only 50-100 rds, Walmart or Academy are as cheap as anywhere. Academy probably has a better selection. Since you are a noobie, I'll offer you a little more helpful advice.
For practice, shoot the cheapest 115 gr FMJ ammo you can find, usually costs around $10-12/box of 50.
For self defense ammo, here are some of the best currently available:
Hornady Critical Defense or XTP
Remington Golden Saber
Corbon
Federal HSP
Winchester PDX
Usually 115 gr or 124 gr for a 9mm.
Dont get too hung up on the brand, all of the above will do the job.

I's suggest a few minor modifications to this list:
1. Federal HST (probably what jimbeaux meant to type).
2. Winchester Ranger-T (Ayoob recommends the 127 grain +p+ load).
3. Corbon DPX (Corbon makes a lot of ammo types. The DPX is loaded with the Barnes solid copper bullet).

Walmart is where you need to go for 9mm. The federals are great for practice ammo.
Gold dots are excellent SD rounds as well.

Well if you're looking for stuff in case of an emergency...
Decent Self Defense ammo is usually pretty close to $1 a round. Shopping around can save you some money though, best place to look would be on the internet. They're usually sold in 20 round boxes.
Or if you really don't care about having a quality self defense round... you can pick up a Remington UMC 100 round value pack of 9mm Jacketed hollow points for cheap. That's what I usually bring in the woods.
