I'll give some love for the northeast and say Pennsylvania. Black bear, elk, whitetail (big ones), foxes, wild boar, coyotes, groundhogs, bobcats, rabbits, pheasant, ruffed grouse.
Fishing you've got: small mouth, largemouth bass, walleye, pike, Muskie, trout, crappie, panfish.
There is also a Cabelas, and the most gun friendly state north of the Mason Dixon line.

I think the only way a non resident can get a tag is through an auction with the RMEF. It's a tough draw for a resident, I've never been drawn, but there are some huge bulls in Arkansas

Idaho has pronghorn, elk, moose, wolves, grizzlies, black bears, bighorn sheep, mountain goats, whitetail, mule deer, fly fishing, incredible hiking/camping and the edge of yellowstone, desert for atv/offroading, pheasant, duck, grouse, turkey, quail (northern bobwhite & california), varmint & predator hunting, and chinooks/sockeye/steelhead/muskie/pike/cats/bluegill/crappie/bass/perch/walleye/sturgeon/tons of trout. And Idaho may not even be best, as it doesn't even touch the coast. Lots of diversity in this country when you broaden your perspective.

Prob Oregon, Washington or California. Especially if you include things beyond fishing and hunting (hiking, climbing, skiing, mountaineering).
LA, for example, has few hiking or camping opportunities that are interesting, and has little freshwater fly fishing.
In the SE, I would guess NC as the all around best. Decent hunting opportunities, good river/stream/salt fishing, good hiking and camping, etc.
