I don't think so. See the pulley or wheel on the right side? it has alternating yellow and black paint. When it turns, you can see the motion. It seems to be motionless now.

See,how can a well just be started without a drill actually drilling it?
I thought the BOP was basically a drilling control unit placed on the sea floor so how can you drill a well to bolt to without a BOP going down there first?

after watching this and seeing the flange, new suggestion:
have a new riser with matching flange set up with about 15' of allthread for bolts. should be able to get within 15' of the flange before gushing oil pushes new riser away. once you get a few threaded, start to tighten them down and voila, problem solved.

meauxjeaux, this is probably oversimplified but you drill a hole, cement a wellhead (along with a bunch of casing) into it and then bolt the BOP onto the flange on the wellhead.
