it depends on if I was born then or if i had a time machine because of what we know now...
as a late Gen x (early millennial by some charts) born in '80, I was a teenager in the '90's but didn't turn 18 until '98, and that I am history fan, I would totally go to the 70's and see the greatest music of all time and still have weed and the introduction to coke and pre-aids sex scene.
the fear and threat of aids was still a big deal in mid '90's...we still had our parents preaching NO SEX OR DRUGS OR YOU WILL GET AIDS type stuff in school and church, plus don't use condoms because its a SIN !...
however, even though the music in the 90's was cool and all but not like the 70's....specifically early to mid 70's pre-disco. I would have settled down by that time disco came around and got a job and just duck hunted and fished without a license and bought a house and boat and vehicle without a college education like my old man did and everyone else .
60's would be a second choice just because of the music scene but like someone said Vietnam would have scared the shite out of me and all the strife with protests and everything else with political unrest

was there really a more relaxed view on drugs? I feel like the penalties for drugs were way harsher back then

During the Late 80's early 90's, Baton Rouge & NOLA were loaded with excellent night clubs. You could still drink in bars at 18, so we had many more years to 'legally' party during our youth. The music was far better than the crap they play these days (which sounds like the same mumbling rap song played over and over again). Now get off my lawn!

I hated disco, but the late 70's disco clubs were true party destinations. I worked as a bartender at one - it was a Texas private club that cost $250 a year to join. It was packed every night. I was 20, 18 was the drinking age.
The club would hold 400 with two dance floors. Backgammon was big, so was cocaine. You'd see people laying down lines on the backgammon tables - no one cared.
Even a schmo like me could get laid. I'd go to the rock concerts, but the disco clubs were the place to be if you could dance.
