Unless the Feds are involved, he is free as a bird. Go back and look at the history of NOLA politics. The only people that sent any of them to jail were the Feds.

No. They decided to take a serious approach to city-government, crime, and education. And didn't bow down to pandering tactics. Thus growing their economic base and, ultimately, the population.
