It won't be. It's like a rule, there has to be one triple threat or fatal four way match. Too any top stars, not enough places to put them.

They need to sell tickets so they're trying to put as much star power in one match as they can. Jacob Fatu needs to win the title for long term business but they're gonna stick with the old guys to sell tickets now.

We were both big time rasslin fans when I was younger (attitude era but he also brought my brother to mid south shows). He would check in on rasslin every so often on Mondays but never PPVs (or PLEs).
