If you no nothing behind the 10 second (or however long it was) video everything you say is assumption. And if its that easy, I assume its some dumb college kid who lost a bet.
Or it could be a study on the behavior of people in public and this is part of the study to see how people would react vs if someone is home alone and see someone doing this from their window.
Or someone doing something to post online to get views.
