As for the OP: no. Government legislation to make undesired behavior illegal rarely works. And given that the vast majority of all telemarketers aren’t even in the US, such a law would be pointless.

I just tell them the owner of the phone is dead, and give awkward silence when it's a live person and not a recorded message.

Home improvement telemarketers are getting to be the worstt. They are worse than Rachael from Card Services now.

They keep calling again and again if you ignore them. Unless they get a disconnect notice they know it's a good number.

I love Google voice. They come up as Spam on caller id when calling.

Answering the phone when you don’t know who it is, is trashy.
I never answer mine unless I recognize the name or number.
If it’s worthwhile, they’ll leave a voicemail, and I’ll return the call if and when I feel like it.

I wouldn't mind if they sent a cruise missile into whatever Indian call canter calls me 5 times a day offering me discount Cialis or Viagra.
