Ukraine - after the war is over. Southwestern part, bordering Hungary...easy access to Austria, Germany, Poland, etc., which are all an overnight train ride away. No other location has this ease of access to other cool countries.

Not Russia. My girlfriend is Russian. There are good reasons everyone under 40 she knows that still lives there is trying to move to the US or Europe.
Regardless or your political feelings, Tel Aviv and the Mediterranean in general is really nice.

Gaza is a shithole. Ukraine is currently a shithole and it's cold.
Russia is cold. I would rather dodge rockets in Israel than live in the cold.

Gaza is out, I am not sure it requires any articulation of reasons.
If you have the money to live in one of the nicer areas of Moscow or St Pete then they are fairly nice, but not as a US expat unless you are willing to give up a lot of freedom and/or spend your time exposing your hate for America and the West.
The nicer parts of Ukraine would have been a good choice over 3 years ago, but it would be iffy today unless you have your own personal Iron Dome and Partriot battery.
Isreal is pretty much the only sane answer right now, and even a great city like Tel Aviv brings a lot of risk that is not diminished by being an expat.
