It’s not just the cost of labor, that’s only a part of it. What people that don’t own or manage a business with employees don’t understand is you have a multitude of additional expenses when you have someone as an employee and not just subcontracted labor and all that cost is passed on. Construction would go up a lot of everything in the industry is on the up and up. You can pay someone $20/ hour 1099 (or cash) and that’s your cost or you can pay them $15/ hour and your total cost to have them as an employee is likely over $30 with insurance, payroll, benefits, company vehicle, etc.

Put a Mexican framing crew on a lot next to an American framing crew and compare work. The Mexicans are faster, cheaper and usually better. And a Honduran will outwork a Mexican any day.
