I'd perhaps put together a quick and brief letter that describes the situation and "herewith request that you preserve the surveillance footage from [area in question with relatively precise detail] for [date and time range at issue] until circumstances dictate otherwise."

Personally I think the way to handle this is the old fashioned way. I believe with the help of the OT you could track him down in 24-48 hours, then an eye for an eye..

I lived in the hood as I managed my properties for 10 years and finally gave up. Yes, I carried as I dealt with some serious trash.
These people look at warrants and laugh their butts off as they know Hillary Moore is not man or mise well say woman enough to push to go after them.
BRPD and EBRPSO , was going down even 10 years ago. They go after the low hanging fruit. They had guys running cocaine from Baker into NBR. Guess what are narcotics division was doing. Going after low level thugs off Seigen Lane which is by the way outside the city limits.
Our DA is a village idiot and really is worthless. Now I bet if something happened to his family or grandkids that the only time he would do anything. He has been in the position way too long and too comfortable in doing nothing.
Our judges are a joke letting the thugs off anyway as they sit joking with the thugs anyway.
The hood rats, meth heads, and thugs know this. They do not care as no one holds them accountable.
How you fight this is to be a bigger thug than them and do not get caught which is easy in EBRP.
