When I was 14 an unfiltered broadband connection would've been the ultimate.
But I had Playboy and Penthouse mags and my dad knew it. My mom did too but wasn't thrilled about it. She did realize it was normal.

I believe Circle can be added to the wifi router. At least it can on my router. Meaning any non-tunneled traffic will be filtered.
He can still get around it by visiting one of the millions of VPN tunnel sites

This was the avenue I took with my boys, being curious was normal, watching porn was normal, making sweet love to fisteen and her five ugly sisters was normal but a lot of the porn on the web was not normal. Left them with they would always show respect for women and to be more discrete in the future.
