Why isn't the name 'Herb' pronounced 'Erb?'

It's weird that the h in vehicle is essentially silent but hard in the word vehicular.

H isn't silent in the names Herb or Herbert.

The H sound took me the longest to figure out when I was learning English at the nice age of 14. In Spanish it's always silent, so I just went with that

Some people pronounce the H. Pronunciation isn't the same everywhere.
Some accents pronounce differently pin and pen as well as merry and marry. Others have lost this distinction.
The way an "R" is pronounced is also quite different amongst various English speaking populations.
Also, some people pronounce "our" like hour, while others say it like they say "are."

Hmmmmm all of the Mexicans I know call it whore-chata but maybe its just because.

Probably the location of where they're from. Those northern Mexicans have always had problems
