It's not their responsibility. It's a community responsibility. Plus, this is moot b/c normal middle class-rich people won't move there anyway.

Black people want white people to "revive" their neighborhoods, then proclaim to keep their city "chocolate". I try to be understanding of the black community and their white supporters, but you guys make it so damn hard.

The issue is that one then has to invest in expensive safety features. Building codes are also more expensive. Schools are generally of much lower quality.

The #1 thing that drives white flight is public schools.
The #1 thing that makes inner city schools terrible is truancy. Without truancy laws forcing all kids to go to school, those that don't want to be there, don't value education (because it is pretty meaningless when one is living off the government largesse), and make school hell for those who do care leave the system. Schools would only be made up of kids who want to be there. That destroys at least the biggest contributor to white flight.

The second reason is crime. The entitlement culture has the same effect on communities no matter what the racial makeup is. It results in property and violent crime as the black market is used to supplement government income. Fueling the black market often requires property crime and disputes settled outside of the court system often cause lots of violent crime. People don't want to feel in danger in their communities so they simply leave to avoid the issue entirely.
