I know Florida has a shite ton more people but they do have a 300 mile Turnpike from Orlando to Miami alongside I-95. It's well worth the tolls to use it.
We could do a 100 mile one from Laffy to Hammond along I-10/12. And build our box around BR to connect to it.

have a friend who works for dept of transportation in new orleans, he said if they started planning the loop for BR today, it wouldnt be finished in our lifetime. which i 100% believe.

No one is going to go up 415 just to come down Airline to 12 unless there's a major accident that has access from 415 shut down. Similarly, no one is going to go from 12, up Airline to 190 then back down 415 to 10 unless they absolutely have to.

Any loop that's going to do some actual good has to include a new bridge because it has to draw pass-through traffic away from Baton Rouge, not just re-route it through Baton Rouge in some other fashion.

The placement of railroads, the interstates, Southern, LSU and the state government campus severly hampers where an inner loop could go and limit its effectiveness.

A better option would be to expand Florida's 6 lanes from 110 all the way to Denham Springs, adding overpasses at places like Acadian, Wooddale and Sherwood. By improving those bottlenecks you entice more traffic to use Florida instead of 12.

Another option would be a couple more overpasses on Airline at places like Goodwood, Coursey and Old Hammond.

Ideally you could 4 lane Highland from LSU to Bluebonnet, but that's about as likely to happen as the state capitol is to move to Alexandria.

another possible solution would be to build a toll road from Vinton to Monroe.

There is a tremendous amount of traffic passing through Louisiana from the high population areas of East and South Texas to the high population areas of the Atlantic states and eastern Midwest.

A lot of people are transversing Louisiana just to get to a North South interstate feeding the two areas. NAFTA put a lot of stress on I-10 too.

To see this just look at i-10 traffic after it passes through Mobile (I-65) compared to what it is in say Holden before it gets to the first North South interstate (I-55).

A road from Vinton to Monroe would take a couple of hundred miles off a trip from Houston to Chicago or Houston to Nashville and we would feel that reduced traffic in Baton Rouge.

If memory serves, originally I-69 was supposed to come down through then follow 165 through Alexandria and then down to LC. Before leaving office J. Bennett Johnson was able to get it changed so that it skimmed through south Arkansas and then came into La only around Shreveport.

If it ever gets built in Texas and Louisiana as this map shows it will help a lot. Getting that East and South Texas traffic off of I-10 and onto I20 and I40 will be a huge relief to Baton Rouge traffic.

If airline had service roads like Florida blv a lot of this traffic wouldnt be an issue.

Then you are just moving the problem to I-20. There are already plans for east-west interstate in central Louisiana. That would take the pressure off.

What has also worked extremely well is the express lanes on I-95 and the automated sensors that keep 18-wheelers out of the left lane. Trucks get a $137 fine if they pass under one of those in the left lane and there are sensors atleast every 5 miles. The combo of express toll lanes in the middle of I-95 and the sensors that keep trucks out of the left lane of the untolled parts of I-95 is something that could very easily be done in the medians of I-10/I-12. Separating cars and trucks will reduce the accidents which will reduce the traffic.

This x100. Turn Florida (back) into an expressway.

If an expressway was to be built over Airline, it would probably need to be with limited exits/entrances
