1. Several cars today have no jack or spare, and no one considered it a problem.
2. 99% of female drivers will never change a tire themselves even if they know how.
3. 60% of the guys under 35 don't know how to change a tire half of the rest will call road service.
4. How many flats does the average person have in a life time, I have had maybe 3 in 45 years of driving.
Considering the above, built in jacks would never be a selling point, and manufacturers don't put things on cars unless it will return their investment in sales.

Cost is the correct answer. How many times do people actually use the jack in their vehicle? No enough to justify the expense.
And yes many race cars use on board pneumatic jacks, but there is no power source on the car.

On race cars and hypercars it's to change tires quickly and more easily make tweaks to the suspension and brake settings.

A race car is very light weight and low to the ground. Any jacks used on a passenger vehicle would have to be far larger to accommodate the greater ground clearance and weight. LeMans and indy also require an external source of air to operate the jacks which would have to be built into the passenger vehicle. RV style jacks are spring folding to be able to compensate for the clearance, but they also have airbags to dump to help decrease that distance. An RV also has room in the undercarriage for a 40" flat-screen, 10 folding chairs, a couple of over priced bundles of firewood and 800 gallons of turds that your average Accord does not.

Wtf? Why settle for hydraulic. Why not some anti-gravity levitation system? For that matter, get rid of the wheels all together and let's move on to all hover crafts!
