Just a cool fashion statement. Men wear long selves and sports coats during the summer.

There was a dude that lived in an apartment complex that I used to live in that would do the same exact thing. It would be mid August and he'd be out walking his dog with basketball shorts and a hoodie in the middle of the day. I just don't get it.
