As others have said, it's an old New Orleans saying. But I think it was a series of Schwegman's commercials that spread it kind of beyond it's original roots and kind of turned it into a joking thing.

Speaking of Schwegmanns, I can still remember going in there as a kid and loving the whole separate sporting goods section they had that was kind of walled off like a separate store. Not sure why but that memory has always stuck with me.

Same reason they say "wasted" instead of spilled, I guess. Neither makes sense to me.

eta: I first heard it long before any commercial used it.

It's a New Orleans thing. In case you've never noticed, New Orleans is different than the rest of the state.
