Most poor neighborhoods, the only thing folks own is there car, ragged as it may be it's somewhat a status symbol to have a ride.

They don't own a home or much else but they can style that ride.

Meh.
I live around a lot of older people. Not only do they drive slow as all hell, they fck up every intersection they come too. If it's a four way stop sign, they run through it. If it's just a two way, they stop for no reason when they don't have a stop sign.

You shouldn't really drive more than 20-25 in neighborhoods anyway.
Now if you are taking a large divided street that's different.
I don't care if people do 100 on I10, but only assholes do 35-40 on residential one lane streets.(neighborhoods)
