I realize that some parents are just inconsiderate and do not care if their children annoy others. Saying that, I had 2 children, 1 girl, a few years later a boy. My daughter was restaurant-proof by the time she was two, we would always immediately order some fries and lemon wedges, she would sit quietly munching her fries and puckering her lemon wedges, never a sound above a whisper.
My son was another story. One time he would be a quiet angel, the next time, a demon. We would always sit in a booth to try to wedge him in, but if you turned you back, he was gone or screaming as if we were putting cigarettes out on his forehead. In general, we only ate out with him if we were on a trip or we would get his food take out and go sit in the car with him.
I hate the idea of disturbing someone's dinner, but it usually took a while to sort out what he was doing to do that day. Other than that, he was sweet and obedient.
You can usually tell which parents are trying and which don't care.

If they don't have a device to shove in front of their face so they can watch youtube, they don't know what to do with them.

I've never done this, but half the breweries around here are set up precisely to let the parents sit and drink with their friends while hellion kids go run around and yell

last time we went out to eat 6 moms with around 10 young kids came in.
it was a buffet place, so a laid back atmosphere and all, but the kids were running around bumping into peoples chairs and shrieking and hollering like oit was a playground. all 6 of the moms had their noses stuck in their phones texting away so they couldnt care less.
after about 10 minutes of this, i very loudly, they even heard me in the kitchen loud, shouted to the moms table to tell your kids to sit down, shut the hell up, and control your kids, because people are trying to enjoy a meal here.
the moms looked at me like that was the first time anyone didnt kiss their asses and one called for the manager.
the manager came over and they wanted me thrown out for daring to speak up to them that way. the manager told them people want to eat in peace, so they need to keep their kids quiet and under control.
after i hollered at the kids, they stayed quiet after that and acted normally instead of like wild animals. most likely it was the first time in their life anyone ever told them to behave.
i had 3 or 4 people quietly come up to me at the buffet bar and tell me thank you for saying something because they were too afraid to say anything
sometimes you just have to NGAF and say something

In all seriousness, when I was little we didn’t go out to eat at a sit down restaurant (that wasn’t kid-centric) until we were old enough to mind. Before that, my parents didn’t go out unless they had somebody to watch me and my brother.

When people's kids start to interrupt other people then evidently someone has to tell them how to handle their kids.
They can stay home and raise their kids however they want, but you don't get to go in public and let the kids run while and expect people to deal with it.
