Because by and large, Louisiana has the vision of Ray Charles. Essentially everything that is done and will be done in this state is reactionary.
I honestly don't know of any other places in the country that places a value on service roads on the majority of its highway systems like Texas does.

To be fair I get paid to write code.

I think mostly because its done by a third party in most major cities.

Houston's are impressive
I was driving from Houston to Dallas once and could see taillights from stopped traffic up ahead on the interstate. When I got to the back end of the stopped cars, I found that the stopped cars only reached back from the wreck to the nearest off ramp upstream of the wreck. Almost everyone was calmly exiting the interstate and getting on the service road, driving past the wreck holding up traffic, and re-entering the interstate downstream of the wreck.
Those people who had passed the last off ramp upstream of the wreck and got stopped were only stopped for a short period of time because they weren't stopped that far from the actual wreck and it didn't take long for those few cars who were stopped to be able to get around the wreck and back on their way.
It was a beautiful thing to see how a properly designed interstate and service road with very regular on and off ramps works. Of course, this was out in the burbs and not in downtown Houston, so it may not work at all in the cities, but it worked where I was.

They can't even keep the roads from falling apart, much less design and build new, useful infrastructure.

You made it worse.
Just put "Why don't LA major highways have service roads?"

Because LA DOT is a clown show.

yup, LADOTD has to be the county's worst at planning. Why didn't they get an additional 100' of right of way when planning new roads? Why you ask....for future widening. But no let people build schitt so 20 years later you have to buy them out so you can widen it.

Houston's are impressive
Because they plan ahead and invest in infrastructure.

So laugh at yourself.

If LA built service roads, there would be less money available to line the pockets of politicians and their road construction buddies. Duh

Yep! My mom was in town for the last 10 days and she was shocked at how easy it was to get around considering the size of DFW.

Hydraulic fracturing from the soil holding high amounts of moisture
Lousiana's soil is also transitient due to the lack of a true bedrock

quote:this is one reason and the other reason is the City government allowing developments to be build right up to the interstates ROW. doing that makes buying back that land way to expensive.
because people in Louisiana don't like to pay for shite. they just wait for handouts that often don't come.
