Because in many cases, only a few in the music faculty want to work for the athletic band. None of the music professors want to arrange for marching band. So, instead, bands buy arrangements instead of having arrangements done by their own schools.
When I was in Tiger Band in the 80s, John Edmunds was the arranger but he retired. For the rest of the time, we played a mix of bought arrangements and old songs he had arranged before he retired ("Divorce Medley").
Once a band gets a song that the band and the student section likes, there is no reason to retire it over time. Examples would be "Hey, Baby!" for LSU or "Word Up" for Auburn. They become their signature stands tune. But, bands want to play other stuff and end up pulling it off the market.
It is what it is.
