re: Why do all attorneys promote their "free consultations"?

personal injury attorneys started it. They're happy to talk to you to evaluate your case. they never bill hourly anyway. however, the public sees "free consultation" in the ads by the lawyers that advertise, and they think that all lawyers should provide free consultations.

and by consultation, they want you to tell them where to get the forms to file and the exact words to put in those forms and step by step how to do it themselves.

Most PI attorneys will have pre-screening with the initial call. It only takes about 5-6 questions to determine if someone has a case worth even an actual sitdown appointment and that is iften done by a receptionnist or paralegal. Appoinments will only be set for people who appear to have a profitable case and if the pre-screening is done properly at most only 1 out of 20 people who sit down with a PI attorney don't meet the attoney's criteria for signing the client.

If one attorney advertises free consults then they all have to or else people will only contact the ones that say they do. It is simply a matter of semantics since the vast majority of PI cases are handled on contigency.
