The technology is being implemented. In some locations you can and in some you can't but eventually it will be available everywhere. But no time soon.

You can text 911 in some areas, like in Los Angeles but yeah it needs to be rolled out faster everywhere.

I really doubt that this is what happens in practice on a regular basis. I'm in my 40's and I've called 911 three times. Maybe it's a Louisiana thing but it took some effort to get through.
One time I was with some friends playing basketball near LSU when some kids came up to us with guns and took some of our stuff. We called the police as we followed them and the 911 operator basically told us not to waste their time and that they would come out and file a report sometime later that day. The police never showed up to even file a report.
Second time our back door got kicked in at night while I was at work. My wife was freaked out. She called me, I told her to hang up and call 911. I hauled arse and got there in around 15 minutes and it looked like they stole some crap out of our laundry room then left. The police showed up 2 hours later.
Third time was when I was at a gas station and some guys were messing with people. One of them hit this old man (around 65) and knocked him on the ground then ran off to nearby apartments. I was at the gas pump with my kids in the car and this happened right in the entrance. I was on hold for a loooong time, never could get through to anyone, then gave up and left.

You suggested it was only in the realm of fantasy for 911 operators to have some way to work with a silent call. I believe your words were "This is internet and Hollywood legend".
I simply demonstrated that it exists for real.
My earlier point, anyway, was getting at the idea that if a 911 call comes in and the operator can't get some way to communicate with the caller, they will call the number back. If they get no answer or still can't communicate with the person on the other end, they're going to send someone out.
They're not just going to ignore a silent call.
ETA: From your reply, it looks like we're kind of arguing the same thing, sort of. I didn't mean to imply that there was a universal code, simply that the 911 operator is going to try to communicate with a silent caller and send help if they can't.

No, I said it was fantasy to suggest that anyone can call 911 and expect 911 to have a secret code. Every call center is different with different local protocols and training. Most broad statements regarding 911, such as yours, aren't universal and shouldn't be presented that way.
