Why can’t law enforcement catch these fraudsters on the phone?

I'm sure it would be pretty easy to track them down, but what law enforcement entity is going to waste their time/resources on chasing down blatantly obvious fraudsters halfway across the world that only dupe the gullible and retarded?

Phone carriers would find a way to stop it if there were any laws with teeth in them.

until the phone companies start losing money in some way because of the calls, they won’t invest in technology to block them.

i can quarantee you that i don’t care what they use to mask the calls, if the phone companies were losing money because of it, that technology would be made useless. no technology is created that can’t be made useless by new technology. i learned that 30 years ago. it’s very much advanced from that point today.

I did.
First, they were like, who keeps making these crank calls?
Then, they said let's trace the number!
The operator gets on there and says:
"He's calling from inside the precinct!"
So I got away with it.

Neither our Legislative nor Executive branches, neither Democrats nor Republicans seems overly concerned with it. They're too busy working on controversial things, they don't have the political will and resolve to address something ALL Americans despise.
It's the governments we've been electing that continues to not give a shite. They appear to be afraid of the phone companies; or else they'd legally compel them to fix our ghetto-arse-VOIP networks.
