Why aren't new schools built to include a shelter inside each classroom?

Today is a new age. We have entered a disgusting era where mass shootings are now a norm and neither we nor our children are safe anywhere.
It would seem appropriate and responsible that the places where this new "thing" originated, schools, would be constructed in a way that includes a bullet proof shelter that, once locked from the inside can only be opened from the inside.
No school is going to prevent a shooting from taking place but many of them have security measures in place that would enable school-wide notification that an active shooter is on premises, thus allowing ample warning to get the students and teachers inside the shelter and wait for the authorities to arrive.
I realize this would be a massive expense but I know as a parent, I would happily pay higher property taxes or higher sales taxes to fund this type of thing.
I imagine a bank vault-type of shelter with its own ventilation unit and communications system in each one.
What say the OT?

Because that's an insane response to something that will not happen at 99.99999999999% of the schools. Who's paying for that?

some of the school near me were built by a prison contractor and the doors can magnetically lock on each room. the entire building can lock down.

This... Our kid's school is locked down with a JPSO deputy in the office during schools hours..

A heavy duty door would suffice in most cases. A teacher throwing a bolt on a door or two would be much quicker than herding 25 students into a panic room. Can you imagine how much it would cost to put 20 or 30 self contained panic rooms in every elementary school in America? Middle schools? High schools?

Yeah, sounds like a totally reasonable idea.
Or maybe just be able to lock down each classroom as a whole... that's probably pretty easy to accomplish. With crazy things like doors and locks.

That takes care of bad people with guns, but the worst mass murder in history committed in a school was done with a bomb, it would be virtually impossible to safeguard against every potential method of harm a deranged person could use.

Go ahead and armor every classroom. Then the next a-hole will light up a school bus or recess. Maybe kids ought to be issued body armor and their own weapons. That makes more sense to me. Wouldn't you love to have seen the look on Adam Lanza's face when he burst into a classroom and 25 1st graders started returning fire? That would be awesome!
