Why are there blue lights everywhere I go?

Lately I noticed that businesses like Lowe’s are putting up blue flashing lights on the outside of the building. They just flash all the time. I saw some on a telephone pole in a neighborhood as well. What purpose does this serve and why are people putting flashing blue lights out?

Really , what are these things. The one near me has 2 flood lights turned off, flashing blue light always on, 15 ft tall and 2 6x4solar panels. I didnt see a camera on it.

I am speculating, but I guess the idea is to prevent crimes in the first place instead of solving crimes after they have been committed. We have some theft on the equipment yard where I work and I can’t say I can ever remember actually solving a crime due to surveillance cameras.
