sure was, but was never enforced.
they wanted you to go buy a new sticker when you got your windshield replaced. A little extra sumptin' for the state's coffers. I used to have an auto glass business and had to put on my invoice that I wasn't responsible for putting their sticker on the new glass. I would peel it off for them and let them do it though.

My vehicle inspection expired in august of 2018. I still haven't gotten it replaced. Now, a ticket would be exponentially more expensive than a new sticker. But I am too lazy to bring it to the place.

The stickers started peeling during the Jindal years, and it was blamed on a change in suppliers.

Geez... years ago I had a windshield replaced in LA and I remember vividly that the guy cut out the section of the glass where the brake tag was located and gave it to me to display, brake tag, glass and all. Can't remember if I glued it up or taped it up or what. What I did not do was go get another brake tag.

That was the other way around being liable for "moving" the sticker yourself, but it was a PITA.
We would hit it with a little water and scrape it with a blade. When we were done, we would have the customer sign acknowledging the law and hand them their old sticker with the receipt.

It's a pathetic racket. Most states no longer require safety inspections.

There was recently some push to get rid of them but it was scrapped because it would shut down too many little inspection stations.

Its good to remember that the state government who wants to regulate your health, travel, and commerce during the pandemic is the same government who hasn't figured out in the past 5 years how to make things stick to windshields.

It's a racket. The fact that we can't get 2 year stickers here is stupid too. Our air quality issues aren't due to passenger vehicles.

If I had to guess, the name of the business where these stickers are purchased could be found on the Ethics website under "campaign donor".
