Why are all these restaurants suddenly able to sell beer to go

Went in to pick up lunch from a restaurant yesterday, and they mentioned that they were doing to-go alcohol sales. They said they just sold a bottle of liquor to a customer, easily 3x retail pricing, with a liquor store one block away that carries the same item. Meh, I guess convenience is worth more to some.

could it be that alcohol in any form - packaged, prepared drinks, etc - have a higher base tax, so it is more about gov't revenue?
