Wouldn't it all depend where you are?
To turn everything on at 7:00am, is saying one size fits all when we all know it's not like that.

I drive this road every morning, and it never fails that I hit over 50% red lights.
I know the route I use for work every morning is easily predictable to which lights I will catch since they are on timers and not sensors. Probably the same for you.

Essen is this way too, but they have just changed the pattern recently post construction. They still do some work on the weekends, so I'm hoping there is still a chance of it getting back to the way that it was.
The "widening to three lanes" part is such a sham though, it ends at the racetrak light (from perkins to there)...all of the sudden that third lane becomes a lane for the interstate downtown (no warning and no signs). There are countless cars that have to get over at the last minute now due to this.

Florida at Acadian pisses me off. You’re heading eastbound and the light is green at Acadian, but Peachtree is red, so only 100’ of cars can move through the intersection. Then, when peachtree turns green, Acadian is red, so the rest of the cars have no chance of making it through the intersection.

It was the only thing they could do.
Essen under the overpass is only 2 lanes with the third lane being the merging lane from off ramp traffic.

The big issue is that OLOL is so close to the interstate and is only going to get much worse with added traffic for the children's hospital. BR General works at its location because it is a good ways off the interstate, but OLOL is in the worst position.

They are synchronized. They are synchronized to turn red on you. We are one of the worse cities when it comes to this.
It is the Louisiana way, not just BR. There appears to be no thoughts given to the lights here in Lafayette either.
My professional experience dealing with LA DOTD gives me no hope for Louisiana government to get anything right, state or city. Completely dysfunctional organizations.

True, just wish they could have planned better when that overpass of I-10 was redone a while back.

To add, I've visited a fair amount of states. Not one has had worse roads or bridges than Louisiana.

Worst has to be downtown.

Exactly
Hennessy should never have dead ended either, it should have continued West and tied into Perkins or even to Corporate and Jefferson Hwy. via a flyover.
Hemming in the hospital along Wards Creek and providing it with one major access road was bad planning.

Millions were spent Downtown in the GL plan for new lights and synchronization.

All I know is that most every time I'm downtown, I'm stopping at every damn light, and this is usually at times of day/week when there's no traffic. I don't know how it could have been worse.

It was working at one time, but I'm wondering if it was ever maintained?
I've noticed issues too.

I always have issues on the north/south streets, but east/west streets work for me usually.

I would understand it if the time was say 5AM. 7AM seems way too late to start syncing lights to me.
